2022년은 여러 가지 반전이 있었던 해인 듯하다. 주거문제와 관련해서 전세시장의 변화 역시 극적 반전이라고 하겠다. 2021년 상반기까지 하늘 높은 줄 모르고 치솟던 전세가격이 이후 금리 인상과 함께 2022년 곤두박질치며 최근에는 역월세난까지 나타나고 있다. 전세가격 하락과 함께 주목받게 된 깡통전세는 임대인이 「주택임대차보호법」 상의 대항력 발생시점 규정을 악용하는 것부터 임대인-공인중개사-시공사 등이 명의대여 임대인을 활용해 조직적으로 임차인을 기망하는 것에 이르기까지 어둠 속에서 만연하던 각종 ‘전세사기’ 문제를 드러내고 있기도 하다. . 전세와 갭투기, 그리고 전세자금 대출 이처럼 말도 많고 탈도 많은 ‘전세’는 우리나라와 볼리비아, 인도 일부 지역을 제외하면 현재까지 운영되고 있는 사례를 찾아보기 힘든 제도라고 한다. 과거 제도권 금융이 발전하지 못했을 때는 임대인(주택 소유권자)이 손쉽게 목돈을 마련할 수 있는 수단으로 기능했다지만, 오늘날처럼 각종 대출이 가능한 시대에는 전세가 없어질 것이라고들 예측하기도 했다. 하지만 전세제도는 이 [...]
