Although last year’s State of the European Union (SOTEU) focused on the ‘soul of Europe’, it made little mention of social rights. Yet, in the face of multiple crises including the soaring cost-of-living, Russia’s invasion of Ukraine, rising energy poverty and climate change, people in the EU show time and again that the soul of Europe really lies in our shared values, solidarity and social cohesion. This year’s SOTEU needs to acknowledge that more can be done at EU level to fight poverty and social exclusion, and to promote gender equality and equality more broadly, non-discrimination and decent work for all. In a letter addressed to President von der Leyen, Social Platform proposed that the upcoming State of the European Union (SOTEU) address include five areas of action to show that the EU is responding to the wishes of seeing a more social and equal Europe. Specifically, Social Platform requested the SOTEU to announce plans for the European Pillar of Social Rights, the Equal Treatment Directive, a Solidarity Strategy in support of Ukraine, an EU Social Services Strategy, and an EU Civil Society Strategy. Additionally, Social Platform requested that accessibility measures, such as sign language interpretation, be included to make the address accessible to people with disabilities.

In recent years, Housing Europe has actively begun promoting the use of circular principles. In this regard, our work on the DRIVE 0 and HOUSEFUL projects has helped to expand our knowledge on this topic, which in turn helps us to inform our membership. As part of the International Social Housing Festival in Helsinki, our team organised a workshop that explored how social housing providers can plan and successfully execute circular building renovations in a resource and cost-efficient way. This project aims to create an integrated, systemic circular service composed of 11 circular solutions tailored to the needs of building renovation, with the purpose of reducing construction waste, improving energy efficiency, and reducing reliance on finite resources. The DRIVE 0 project is an EU funded initiative to develop and demonstrate an integrated, systemic circular service tailored to the needs of building renovation, with the purpose of reducing construction waste, improving energy efficiency, and reducing reliance on finite resources. Both projects have developed and are implementing innovative business models, technical products and construction processes combined with process optimisation and digitalisation. HOUSEFUL and DRIVE 0 have organised workshops to share their solutions with stakeholders from across Europe, and are establishing a network of ‘Followers’ to replicate their techniques. Together, these projects aim to reduce construction waste by 40%, capture, treat, and reuse rain, grey, and black water, convert bio-waste into bio-gas, reduce non-renewable-based primary energy consumption by at least 50%, and reduce CO2 emissions produced by renovated homes by 60%.

The Republic of Cyprus is set to receive €1.206 billion from the Recovery and Resilience Facility, with €1.006 billion in grants and €200 million in the form of loans. The funds are divided into five policy areas, two of which are relevant to affordable housing: “Accelerated Transition to a Green Economy” and “Strengthening the Resilience and Competitiveness of the Economy”. This translates to initiatives such as digital one-stop shops to streamline renewable energy projects and permitting, energy storage regulatory frameworks, and promoting energy efficiency in the public sector. Additionally, there are investments to promote circular solutions and to reduce energy and water consumption in residential buildings. In the Czech Republic, €7.03 billion of grants and €15.5 billion of loans are available for six main areas, of which the most relevant investments for affordable housing are within the Physical Infrastructure & Green Transition policy area. Among the measures are a renovation wave in the household sector, support for energy communities, replacement of non-compliant heat generators and installation of renewable energy sources, an assessment of decarbonisation of district heating, increasing of installed capacity of sources of photovoltaic energy, and achieving primary energy savings resulting from the modernization of heat distribution. On July 11th the final HEART conference took place, as the project is coming to an end. Having started at the end of 2017, the Horizon 2020 HEART project will end this July . For those less familiar with the goal of the project, HEART stands for Holistic – Energy and Architectural Retrofit Toolkit .

The HEART project was initiated to develop systemic and cost-optimal solutions for energy retrofit in buildings located in Central and Southern Europe. To achieve this, innovative technologies like hydraulic loops, MIMO converters, PV tiles, DC heat pumps, smart fan coil and PCM energy storage were used. In addition to these technical details, a cloud platform and applications for tenants and research centers respectively were also included. During the event, the policy implications were discussed, and the importance of upskilling and reskilling for the green and digital transition was highlighted. Market uptake of the HEART Toolkit, circular approaches, district approach in the social housing sector, and the need to increase renovation rate and depth were discussed amongst other topics.

As of 1 January 2023, landlords in the Netherlands will no longer be paying a tax for renting out homes at a rate below 737 euros. For a decade, the famous landlord levy that entered into force back in 2013, has been affecting almost only mission-oriented social housing providers given that privately-rented homes in the country have been drastically exceeding this threshold. Now that the abolition will be a fact in less than six months, Dutch social housing associations will have this operational cash flow back that will allow them to act on multiple fronts. We have spoken with our member, Aedes about a new set of binding performance agreements that set the bar high.

This end of June was marked by the 11th edition of the World Urban Forum. The event, established by the United Nations, is the largest global conference on sustainable urbanization. Katowice lies in one of the main industrial hubs in Europe. With a high number of jobs dependent on fossil fuel extraction, Katowice will be an important marker of the necessary fair green transition, which should leave no one behind.

Housing Europe, in collaboration with UNECE and UN-Habitat, created the #Housing2030 report to address the issue of housing affordability crisis in Europe. To further accelerate the Renovation Wave in the social and affordable housing sector, Housing Europe initiated the European Affordable Housing Consortium: Sustainable Housing for Social Impact (SHAPE-EU). The aim of SHAPE-EU is to support SMEs, public authorities and social and affordable housing providers with the planning and building renovation projects in social and affordable districts. SHAPE-EU seeks to pilot 100 “lighthouse” projects that stand out in terms of smart, circular or modular renovation approaches, people-centred models, and experiment co-creation and engagement approaches. Lyon, France’s retrofitting is an example of this “toolkit” approach, which results in lower energy costs and more comfortable apartments. The European Affordable Housing Consortium (SHAPE-EU) is calling for tenders for the design and development of three modules – project implementation, social innovation, and technical – to create a blueprint for an integrated approach to the renovation of social housing. The project aims to reduce GHG emissions, have a positive impact on job creation linked to the green and digital transitions, boost the local construction sector, and make housing fit for all social groups. The two calls for procurement for the development of the project implementation and technical blueprint modules are due on August 23rd, 2022.
