If you are not a researcher working on the topic of energy efficiency, Sustainable Plus Energy Neighbourhoods (SPEN) probably does not mean much to you, so let’s break down the meaning of the EU-funded project, syn.ikia of which Housing Europe and social housing providers are part of. Below, our Communications Junior Officer, Andreea Nacu, will tell you more about syn.ikia, a Horizon2020 project that started in 2020, aiming at achieving predominantly social housing neighbourhoods that not only will have a reduced energy use, but by using renewables and state-of-the-art technology, will produce surplus energy.

The syn.ikia project is a response to the challenge of how to provide affordable housing while reducing emissions and energy use. Four demo neighborhoods tailored to different climatic zones – Mediterranean, Marine, Continental and Subarctic – are being developed, analysed and monitored. These demos are managed by social and public housing providers, and two of the projects have already welcomed tenants. The demos include sustainable technologies such as radiant floor heating and ground source heat pumps, as well as a focus on social inclusion by employing a tenants-ambassadors programme. The project also includes mobility initiatives such as ‘Mobility Point’, which provides shared mobility modules such as e-scooters, e-bikes and an e-car. Monitoring of the results and residents’ satisfaction will continue for another two years, and the project has been recognized by the Austrian Climate Protection Ministry. The partners are looking to reach a wider scale and will be present at events throughout the year. Later this year, results such as policy recommendations and a dynamic model for the plus energy buildings of the neighborhoods will be released.

On 9 February, the European Parliament ITRE committee adopted a text that could be a decisive step in favour of decent and affordable housing, once finally approved by both the European Parliament and the Council of Ministers. The European Parliament and the Council will now negotiate the final version of the text. Together with FEANTSA, the International Union of Tenants (IUT), Fondation Abbé Pierre, Housing Europe have put forward a call to deliver on the promised fairness of the energy transition.

The rule should also guarantee access to integrated renovation services, technical and administrative support, and institutional participation and democracy for tenants and vulnerable homeowners. It is essential that we create an inclusive transition to meet the goals of the EPBD while also protecting low- and middle-income groups.

The European Parliament’s Committee on Industry, Research and Energy (ITRE) has today finalised its new Energy Performance of Buildings Directive (EPBD). The law will be yet another of a wide range of EU policies that have an indirect impact on national housing policies and as such must reflect the very different realities and measures needed to reduce carbon emissions while maintaining affordability. While the Parliament’s text proposed today has made some room for local divergencies in climate, the text shows that the ITRE Committee still underestimates the risks of pushing through obligations without thinking through the implications.

The Affordable Housing Initiative is part of the EU Renovation Wave and aims to provide local actors with essential technical and innovative capacity. Through this Initiative, successful examples of social and affordable housing renovations are examined to identify features that allow for green transition and social inclusion to both exist. To be successful, sufficient financing and integrated planning are needed, and all aspects of energy performance, local energy resources, socio-economic factors, and housing conditions must be considered. The European Parliament proposal to fast-track the phasing out of buildings classed E, F, or G, however, does not consider the demand for better and affordable general housing conditions. Going forward, the EPBD proposal must be aligned with the New European Bauhaus ambition to set up beautiful and sustainable affordable neighbourhoods. To do this, the upcoming trialogue between the European Parliament, European Commission, and the Council of Ministers should not only provide a clear direction and help in mobilizing finance, but also allow local actors to devise the optimal path and make housing a driver for fairer communities and a greener future.
