A total of nine countries have received recommendations for reforms related to the respective housing markets and housing policies in the European Commission’s ‘spring package’ of the 2023 European Semester cycle. Those include Czechia, Denmark, Hungary, Lithuania, Luxemburg, the Netherlands, Slovakia, Spain, and Sweden.

The European Commission’s 2023 European Semester ‘Spring Package’ consists of a Communication, Country-specific Recommendations, Country Reports, revised Employment Guidelines, a report on excessive deficit procedures, In-Depth Reviews and Surveillance Reports. The focus of the recommendations varies across the nine Member States, according to the specific challenges identified in each country. The overall proposals encourage prudent fiscal policy, reducing debt in the medium term, implementing Resilience and Recovery Plans, energy-related reforms and investment, and reskilling and upskilling the labour force. The In-Depth Reviews have a thematic note on ‘Housing Market Developments’ to address the need to increase affordability and availability and the energy efficiency of the residential stock.

Italy’s recovery and resilience plan has a total cost of € 191,499,177,889 and includes grants of €68.9 billion to be spent from 2021-2026. It extends the “Superbonus 110%” measure and invests in the renovation of 50,000 buildings yearly, urban regeneration, new public housing, and student housing. Ireland’s plan totals just under €1 billion in grants from the Recovery and Resiliency Facility (RRF). Its priority areas include advancing the green transition, accelerating and expanding digital reforms and transformation, and social and economic recovery and job creation, with affordable housing projects planned in two components of the plan.

A reality check during Housing Europe’s second Renovation Summit at the Committee of the Regions in Brussels in November 2022 showed that the transformation of homes goes beyond the drop of the kilowatt hours used and the emitted CO2. Social fairness, job opportunities, energy poverty alleviation offices, nature preservation, and aesthetic homes must also be kept in balance. Neglecting any of these will result in a failed Renovation Wave.

The Renovation Summit was an event held November 2020, which focused on discussing how to create a fair and just energy transition, and the necessary policy solutions to complete it. Participants discussed topics such as project delivery, resident satisfaction, affordability of energy and housing, availability of green space, good architectural design, and technical and technological innovations. The Summit concluded with the recognition that renovation can be for everyone and can aid in the regeneration of cities. The event was held ahead of the revised Energy Performance of Buildings Directive (EPBD) vote in January 2023, and a detailed report summarizing the event was released.

“The destruction and devastation since the full-scale invasion in 2022 have been immense. Almost six million people are internally displaced within Ukraine, while another eight million have fled to neighbouring countries. War-induced impoverishment has led to over 40% of households having exhausted their savings and close to 40% of internally displaced people (IDP) needing assistance with paying the rent. As of early 2023, housing is the most impacted sector of all, with over 817,000 homes damaged affecting two million residents and at an estimated cost of USD 40 billion,” the newly published report says.
“2022년 본격적인 침공 이후 파괴와 황폐화는 엄청났습니다. 우크라이나 국내 난민은 약 600만 명에 달하며, 800만 명은 이웃 국가로 피난을 떠났습니다. 전쟁으로 인한 빈곤으로 인해 40% 이상의 가구가 저축을 소진했으며, 국내 실향민(IDP)의 40%에 가까운 가구가 임대료 지불에 도움이 필요합니다. 2023년 초 현재 주택은 가장 큰 피해를 입은 분야로, 817,000채 이상의 주택이 파손되어 200만 명의 주민이 피해를 입었으며, 약 400억 달러의 비용이 소요될 것으로 추정됩니다.”라고 새로 발표된 보고서에서 밝혔습니다.

It proposes a range of housing options beyond individual homeownership that could ensure safe, secure, and affordable housing for all Ukrainians and recommends the establishment of a National Housing Strategy with a clear governance framework, a national housing fund and agency, access to national and international finance, capacity-building for municipal housing and financing, and a revamping of the multi-apartment buildings management system. International partners and donors are also encouraged to support Ukraine in achieving these goals.

The International Social Housing Festival (ISHF), the most important international celebration (and protest) about decent, social and affordable housing in Europe, which this year celebrates its 4th edition on June 7-9 at the Palau de Congressos de Barcelona, has released the programme, including about 50 prestigious speakers, 9 venues and 150 involved organisations.

The International Social Housing Festival (ISHF) is a major international event which brings together public, social, and cooperative housing organizations, research centers, professionals, local authorities, residents, and activists to discuss public housing policies and increase access to affordable housing. Promoted by the Barcelona City Council through the Municipal Institute for Housing and Rehabilitation (IMHAB), the ISHF is attended by many internationally recognised speakers, such as Kim Van Sparrentak (MEP, Brussels), Leilani Farha (UN Special Rapporteur on the right to housing), Mariana Mazzucato (Economist), and many more. This year’s edition is the 4th, and is expected to bring together around 1,500 to 2,000 participants. The ISHF will be held from 7 to 9 June in the Palau de Congressos auditorium, and registration is now open and free until 29 May. The event is an initiative of Housing Europe, and is joined by their member AVS, the Asociación de Gestores Públicos de Vivienda y Suelo.
