When the EU-funded POWERPOOR project started almost three years ago, energy poverty was already a long-standing issue for social and affordable housing tenants, but no one could imagine the relevance it would develop due to a pandemic, energy crisis, and war. Instead of dwelling on the negative impacts, Housing Europe, our Estonian member, EKYL, city networks, innovative funding organisations, energy agencies, and other project partners used the gained momentum in order to amplify the need to take action. The POWERPOOR approach is a rather simple, yet effective solution, accessible to anyone who is willing to get involved. Below, our Communications Junior Officer, Andreea Nacu, will tell you how through using a set of tools and a network of Energy Supporters and Mentors, the project wants to achieve the goal of reaching the most vulnerable, understanding their situation, and finding appropriate solutions.

The POWERPOOR project was founded to support households experiencing fuel poverty in Europe. On March 28-29, organisations behind the project gathered in Brussels and trained more than 1,000 people, opened 22 energy alleviation offices, and drafted 8 national policy roadmaps. The project also focused on the role of cooperative, social, and public housing providers in the just energy transition. An online free questionnaire called Power Target was developed to evaluate the energy expenses of a household, offering at the same time recommendations to decrease energy costs. The project also created an Energy Supporters and Mentors network and introduced 22 Energy Poverty Alleviation Offices to help those affected by energy poverty. To ensure its impact is long-lasting, the project is set to develop a set of policy recommendations for decision-makers at the end of the project. Finally, to share the project’s lessons, POWERPOOR will be participating in the International Social Housing Festival 2023 in Barcelona.

On March 27, Housing Europe launched a new report that shows the critical role that European funds can play in addressing homelessness and housing exclusion. The publication was presented at the European Parliament, during the event of the Housing Solutions Platform on the topic and was hosted by MEP Kim Van Sparrentak from the Greens Party.

On March 27, MEP Kim van Sparrentak hosted a session organised by the Housing Solutions Platform to debate the enormous potential of already existing EU funds to prevent and address homelessness. FEANTSA, Housing Europe, Fondation Abbé Pierre, and Habitat for Humanity – the organisations leading the Platform that connects people, ideas, and tools to improve housing conditions – called for an increase of the use of funds to prevent and address extreme vulnerability and to ensure that European financing is used by agents who have proved with their work and commitment that they truly want our society to do better.

Since 2001, the difficulty of accessing adequate and affordable housing has been growing, particularly for single parents, families with young children, people with unstable jobs, children in care, and people with disabilities.
