On the 14th of December 2021 the European Commission launched a proposal for a recast of the Energy Performance of Buildings Directive (EPBD). CEMR (the Council of European Municipalities and Regions) and Housing Europe (the European federation of social, cooperative and public housing providers) support the ambition of the EPBD – it is beyond doubt that we need to speed up the decarbonisation of buildings across the EU.

A city the housing world looks up to, reconnecting after almost three years of working from the screen, passion to deliver affordable and future-proof decent housing, sharing new challenges and experiences, one-to-one opportunities to re-connect, sunshine and seagulls. This was the third International Social Housing Festival (ISHF). After two years of planning, from the 14th to the 17th June 2022, it was finally showtime.

At the fourth International Social Housing Festival in Helsinki, Finland, around 1,000 representatives from the public, cooperative, social housing sector, city authorities, EU policymakers, bankers, urbanists, architects, and researchers came together to celebrate smart housing policies and discuss how to overcome the challenges facing the sector. Discussions revolved around three main themes – understanding that housing must also include neighbourhoods and communities, the importance of social policies and interventions for developing human infrastructure and spatial planning, and the link between the welfare state and housing policy. Events included youth housing, decarbonisation, homelessness prevention, circularity, data and AI for buildings, green roofs, and responsible housing. The Festival was hosted by Housing Europe, showcasing solutions to these challenges, and the fifth edition will be hosted in Barcelona, Spain in 2023.

More than 180 social and affordable housing providers, representatives of tenant organisations, policymakers, and academics celebrated the 2022 European Responsible Housing Awards ceremony that took place on the 17th of June in Helsinki during the International Social Housing Festival (ISHF).

In response to the current crisis in Ukraine, Housing Europe is proposing to the European Commission to offer technical support in the areas of institutions and capacity building, models of social and affordable housing provision, models of rental markets, approaches to setting and monitoring building standards, and maintenance strategies for former Soviet housing in order to facilitate the rebuilding process. This assistance would be based on it’s #Housing2030 initiative, which is joint with the UNECE and UN Habitat and includes principles informed by the SDGs.

After two years of planning, it was finally showtime. Over 900 public, cooperative, social housing providers, city authorities, EU policymakers, bankers, urbanists, architects, and researchers came to Helsinki to celebrate smart housing policies and discuss how we can overcome the multiple challenges ahead of the sector. This summary is of the International Social Housing Festival (ISHF2023) which was held in Helsinki, Finland. It ran from 17th June-22nd June 2022 and the passing of the baton to Barcelona City Council for the 2023 edition was announced. The Festival was composed of multiple events, with workshops focusing on the use of big data to increase energy affordability, a Leaders’ Summit and Housing Europe General Assembly, and the Responsible Housing Awards Ceremony. The events highlighted the challenges facing housing across Europe, and discussed solutions towards creating a more equitable housing system. GENERATION As we are closing the first day of the of the annual conference of Housing Europe, there is no better way to end than to think how the houses of the future should look like. How can we transform the existing ones and make them greener, healthier, more beautiful and more affordable for the youth? At the workshop, we heard from some of the most inspiring projects from the youth-driven housing sector. From Germany, Guido Schwarzendal from GdW presented housing coops, an impressive sector with more than 2 million homes. He highlighted the sustainable model but also the need for a ‘new foundation programme’ to foster establishment of new housing coops. Rossana Zaccaria, President of Legacoop Abitanti in Italy presented how they should aim at a ‘nouvelle vague’ of housing cooperatives, with the young generations in mind. Eoin Carrol from Cooperative Housing Ireland (CHI) discussed the Irish concept of ‘meitheal’ for cooperation to solve social needs, while Radmila Lainovic explained how in Montenegro, housing cooperatives offer affordable and stable solutions to essential public sector employees. Khaled Abdelhaim and Mohammed-Achraf Hanbale discussed housing cooperatives in Egypt and Morocco respectively, speaking of the potential for a great solution of informal settlements dwellers. Finally, Guldehan Atay shared the history of housing cooperatives in Turkey, highlighting both successes and shortfalls. The key takeaway from the workshop was that housing cooperatives can be a win-win situation if they put people at the centre of their business models, and that there is a need to recreate and promote the image of housing coops, something international cooperations can help with. The debate continued with expert colleagues from cities such as Barcelona, Oslo and Brussels who shared the whole range of examples, from community finance, to new financing models, from rent regulation to city-led solutions. In conclusion, there is an urgent need to move away from the current financialization trends of the housing markets to focus on new forms of housing finance that focus on social purposes. We need to get the money out of housing and the public back in. said at the ‘Effects of the spatial planning on public contracts on the construction of social homes’ session. The session attendees had a chance to learn more about land acquisition and nature conservation. The panelists have shown that looking at land use from an organised and well-structured angle, combined with building in compact areas, can be cost-effective and bring the right mix of housing and social inclusion. The discussion was followed by examining the role of the welfare state in the social housing sector. The panellists agreed that there is a strong correlation between a well-functioning welfare state and an adequate supply of social housing. Furthermore, the panellists argued that a clear connection should be seen between spatial planning and welfare state in times of the housing crisis. This was a great opportunity to learn more about spatial planning and how it enables us to develop a much needed social housing and social inclusion. We hope to see you at the next session! Bent Madsen, President of Housing Europe, asserts that the consequences of social interventions in human infrastructure development and spatial planning should be fully understood when developing housing. An holistic evaluation incorporating metrics, KPIs, place-specific stories, and feedback from tenants is necessary to better understand the success of buildings and neighborhoods resulting from social housing policies. Policy makers should also take into account how housing policy can contribute to sustainability, labor mobility, and economic cycles. Cities should strive to increase the focus on affordable and social housing and cooperate with the private sector to find cost-benefit sustainable solutions for the long-term. Furthermore, access to green areas should be seen as the same basic service as access to education or healthcare, and buildings should utilize green walls, green façades, and green roofs. Finally, efforts should be made to attract investment, adopt new technologies, and create circular solutions for treating water and waste in buildings.
