For the 4th edition of the European Responsible Housing Awards, the joint initiative of Housing Europe, the International Union of Tenants (IUT), and DELPHIS, we have received 70 submissions across five categories from 20 countries, and so, deciding on five winners and the finalists was a challenging task for the Jury. We are delighted to announce the finalists of this year’s European Responsible Housing Awards.

Fondazione DAR Cesare Scarponi Onlus works to improve the quality of life for those who are homeless or at risk of homelessness. Understanding the needs of those who are about to enter in a path of reintegration, their Winter School programme allows 40 people to receive a comprehensive course of activities addressing housing, job and society inclusion. In 2020, the programme was brought online to respond to the Covid-19 pandemic. Housing First in the Times of Covid-19, Paris The Covid-19 pandemic has had a tremendous impact on the lives of people who were already at risk of homelessness. The project “Housing First” of Paris Habitat and Emmaüs Solidarité is an example of how the combination of public and private resources can address such issues in difficult times. The Housing First project in Paris proposes an innovative housing solution, which provides a stable living environment, a community-based support system and dignified housing for homeless or inadequately housed people. The summary of the 4th European Responsible Housing Awards is a collection of 15 housing projects from 8 European countries. The jury, composed of experts from the European Commission, the European Investment Bank, Tenants Unions, Urbanists, and European Cities was delighted to evaluate such a variety of projects that combine social and sustainability aspects, fair financing solutions, improved community participation for equal opportunities, innovative strategies for energy transition, and provide creative responses to extraordinary circumstances. The ceremony to honor the finalists and winners will take place at Helsinki’s Central Library Oodi on 16 June 2022, from 17:00 to 20.30 EET. In response to the Covid-19 crisis, Fondazione Housing Sociale initiated the ‘Community Start Up Path’ to create common spaces and build connections among social housing inhabitants. An online alternative was created when the pandemic started. The City of Prague responded through the establishment of humanitarian hotels for homeless people, providing them with social and medical services, and the Austrian limited-profit housing sector and the social service sector joined forces through the ‘Arriving Home’ initiative to finance tenants’ upfront contributions and allocate apartments.

The #BuildingCommunities series was successfully launched during Housing Europe’s Social Housing Film Festival in June 2021. These new episodes produced by BBC StoryWorks, the creative branch of BBC, illustrate incredible stories on affordable housing, from all over Europe.

In November 2021, Housing Europe launched its exclusive report ‘Impact of the Recovery Plans on the Social and Affordable Housing Sector’ that dug deeper into the content of this instrument designed to boost the economy after the hit of the health pandemic. As a follow-up to our comparative analysis, our Policy Officer, Edit Lakatos has also looked at the level of importance individual Member States have given to resilient and affordable housing.

Croatia has developed a recovery plan worth €6.3 billion to cover six key areas, such as green transition, energy transition, renewable energy sources, transport and traffic infrastructure, water management, and broadband infrastructure. 54% of the funds will be allocated to increase competitiveness. 2% will go towards renovations of buildings, including energy efficiency renovation, structural reinforcement, and post-earthquake renovation of multi-dwelling and public buildings, as well as buildings of cultural good. Other reforms include developing a framework for ensuring adequate skills in green jobs, improving the renovation process, introducing a new model of green urban renewal strategies, and establishing a systematic management energy. Finally, investments will be made in transitioning to energy- and resource efficient economy, and disaster risk reduction programmes. The recovery plan is funded by grants from the RRF.
