As a follow up to our Comparative analysis of November 2021 on the Impact of the Recovery Plans on the social and affordable housing sector, 2 new country profiles are published each month. Now it is the turn of Germany and Greece. Let’s see the highlights of these Plans below:

Greece’s National Recovery and Resilience Plan, April 2021 This summary introduces the recovery plans of Germany and Greece and their respective plans to improve the social and affordable housing sector. Both countries have focussed on climate policy and energy transformation with Germany’s plan providing a Building land Mobilisation Act to improve the municipalities’ scope for action in activating building land and securing affordable housing and Greece’s plan providing an Energy Poverty Action Plan and Adaptation and Mitigation interventions. Furthermore, Germany’s plan provides for the introduction of Building Information Modelling (BIM) into the planning and manufacturing process and testing with other digital solutions such as robotics or AI. In terms of building renovation, Germany targets a 30% reduction in national primary energy consumption by 2030, compared to 2008, with primary energy consumption decreasing on average by 1.1% per year prior to 2020. Greece’s plan includes extensive renovation programmes for households, businesses, public buildings and infrastructure, the interconnection of Greek islands, promotion of strategic urban actions, large investments in flood control projects, investments for the elaboration of urban plans, an Energy Poverty Action Plan and Adaptation and Mitigation interventions. Additionally, Greece’s plan devotes cash to setting the national fund for the development of renewables on a firm footing, provides for the provision of financial mechanisms for the energy upgrading of households of vulnerable and other social groups, and includes the creation of reintegration programmes and training of vulnerable social groups into the labour market.

In 2023, the Housing Europe team is opening a new chapter – boosting the skills of public, cooperative, and social housing providers across Europe by organising a series of real-life and digital trainings.

Housing Europe is launching a series of trainings to support citizens to tackle energy poverty, implement circular economy models, and deliver district-level renovation. These trainings are supported by two EU-funded projects, POWERPOOR and DRIVE 0, and are in line with the European Year of Skills. The training sessions will take place from January to November 2023 online and in-person, with a focus on topics such as energy poverty alleviation, circular renovation, regulatory aspects, planning and delivery and financing opportunities. Professionals from the public, cooperative, and social housing sector, municipalities, health and social workers, and representatives from the academia are invited to participate in these trainings.

Maria Montes is a very well-known face within the Housing Europe network. At the moment, she is the only woman on the Board of the Federation, has been leading the housing company Viviendas del Principado de Asturias (VIPASA) for years, and since a bit more than a year, has become the President of our Spanish member, AVS. This is why we decided to invite her for our latest ’10 minutes with…’ blitz interview which gives you a good idea of the leaders within our network.

AVS is the Spanish organisation devoted to promoting access to decent housing for the most disadvantaged groups. Our mission is to support our members with technical knowledge and tools such as training, exchange of information, and best practice forums. We are part of Housing Europe, allowing us access to European housing policy, technical support, and information exchange. In Spain, we collaborate with policy makers, associations, independent experts and research and technology centres to improve housing conditions in the country. We strive to ensure our welfare state, legal framework and values are upheld. Personally, I enjoy a cup of coffee with colleagues, a walk with my dog Sienna and a variety of Mediterranean diet foods to finish off my day.
