Denmark’s Aalborg East has been part of Housing Europe’s PowerPoints and conferences for a couple of years because wherever we go, whomever we speak to, we are always being asked for the same – best practices. In June, the work of Danish social housing provider Himmerland Boligforening was recognised by the European Commission’s New European Bauhaus awards for showing that renovations alone are not enough to change a city district.

The European Affordable Housing Consortium, Housing Europe and l’Union social pour l’Habitat (USH) brought together social and affordable housing providers, policymakers, and financial actors to discuss hurdles faced by housing providers, municipalities and companies across the continent to access funding as they look to move the Renovation Wave and the New European Bauhaus forward.

During the two years that have passed since the previous edition of Housing Europe’s flagship publication ‘The State of Housing in Europe’, many developments that no one would have thought possible happened. The situation caused by the global pandemic was intensified by a war, a new migration wave and an energy crisis. The data gathered from 17 countries confirms the alarming circumstances, but at the same time it provides solutions that were applied within the sector as a response to all these factors.

Housing Europe and peers were live blogging from different corners of the city, reporting about working housing policies, emerging challenges and big question marks, community-led homes, and exhibitions. The International Social Housing Festival (ISHF) is an event celebrating and debating the right to access quality and affordable housing. Held on 9th June 2023, the ISHF was hosted in Barcelona and featured keynotes from international experts on housing in the Americas, Ireland, and the Nordic countries. Attendees discussed challenges such as the mass building of dwellings to address housing demand, tackling unsheltered homelessness and the use of public-private partnerships to deliver affordable homes. The festival featured tech talks on energy efficiency, modular construction and renovations, as well as discussions on rent control and energy poverty. ISHF encourages debates between different stakeholders to work together and co-create solutions to ensure everyone has access to a quality home. Dublin was announced as the 5th ISHF city to host the event in June 2025.
Organisations should find ways to support and collaborate with their tenants to achieve sustainability goals. This was the conclusion of a session about tenant engagement and the welfare state.
The speakers were selected to show the different approaches from North and South Europe. Finland, Sweden, Norway, Italy, Spain and Portugal have different approaches when it comes to engaging residents.
In Sweden, for example, the goal is to work together with their tenants in order to create more sustainable housing solutions. Engaging tenants is seen as a key factor for success and Sweden has developed methods to encourage residents to take part in activities to reduce energy consumption.
In Italy, the focus is on energy efficiency. In Portugal, the focus is on energy savings. In Finland, the focus is on health and wellbeing, while in Spain the focus is on participation and collaboration with tenants.
All of the speakers emphasized the importance of involving different stakeholders in the process, such as the local community, tenant organisations, housing associations and local authorities. They also highlighted the need for collaboration and co-creation in order to achieve the desired outcomes.

The aim of the project is not only to develop and increase housing but most importantly to improve the sense of community and empower vulnerable citizens. For this project to be successful, authorities strive to engage locals by providing social housing, infrastructure, access to education, training and employment opportunities.
This project is the prime example of action research in the field of social housing.
This summary provides an overview of the 8th June 2023 events which discussed different ways to better involve residents in building sustainable neighbourhoods and how to successfully implement Housing First programmes and reach the SDGs. Caroline Cheng, from SINTEF, presented the SMILE methodology which focuses on analysing the key actors involved and crafting messages from the tenant’s perspective. Marta Nicolau Prohens, from Palma City Council, discussed strategies for creating an inclusive energy transition process, and Marco Corradi highlighted the need for a system approach with public administration leadership to unlock housing for housing first. The panel discussion looked at case studies from the UK, Ireland and Spain, followed by keynote Mariana Mazzucato and Leilani Farha who proposed that governments should focus on mission-oriented and human right-based approaches to achieve the SDGs. La Mina was visited, a project that works on developing the neighbourhood and empowering vulnerable citizens.

In their case, it was an important learning experience about collaborating with different groups to make the best of the resources available.
The last but not least was the case of “The Orchard”, the 2020 World Habitat Winner. The project, built in collaboration with Vincenzo Bagnati, aims to provide affordable, assisted housing to older people in rural areas of Scotland, by converting existing agricultural buildings into long-term residential facilities.
Overall, this session highlighted the importance of adequate housing policies, the value of collaborative efforts and the innovative approaches that housing solutions can take. By bringing us examples from different countries, it showed us that potential solutions might come from unexpected places and reminded us how effort and dedication might bring us closer to tackling the housing crisis.
This year’s European Progress in Social Housing conference discussed the issues and solutions related to social housing in a variety of countries. Presentations highlighted the need for an over-arching regulation to ensure state accountability and guarantee the right to housing. Discussion focussed on the approaches of The Netherlands, Catalonia, Scotland, and the USA in creating social housing. The Netherlands faced a crisis in 2013 that necessitated state intervention through increased affordability and accessibility, while Catalonia focussed on transforming existing buildings and regenerating its urban fabric. Scotland’s Homes for Good tackled homelessness by finding and renovating properties to let, and the US is continuing to emphasise city-level leadership. Conference attendees concluded that collective action is integral to achieving effective solutions to the ongoing housing problems.
