The HOUSEFUL project, in which Housing Europe was a partner, has just come to an end after five years. The main goal was to develop and demonstrate an integrated renovation system, composed of 11 circular solutions, co-created by stakeholders in the current housing value chain. The system included circular management and efficient use of water, waste, energy and material resources for all stages of the building’s life cycle. However, after five years, what have we learnt, and what is the state of play vis-à-vis public, cooperative, and social housing providers embracing the circular economy?

The circular economy in the built environment, especially housing, means that buildings should use as few resources as possible throughout their lifetime from conception, to development, use, and eventual obsolescence. This involves a strong focus on incorporating recycled, repurposed, or recovered materials, as well as using renewable ‘biosourced’ materials and modular prefabricated components. Circular homes also tend to address how water use can be reduced and how to recover and reuse components at the end of the buildings’ lifecycles. Despite the progress made, the transition to a circular economy faces many obstacles related to the supply chain, storage, financing, and logistics. Current initiatives by the European Commission, including the Circular Economy Taxonomy, and projects such as HOUSEFUL, are helping to facilitate the transition to a more circular built environment.

On 18th April the sessions of “Let’s talk circular social and affordable housing” took place, a two-part webinar that is the second of the “Circular talks” series, organised by the DRIVE 0 project in the coming weeks. The afternoon event, which was organised by Housing Europe, gave the floor to a well-balanced group of speakers.

At an event organised by Housing Europe, members were presented with the ‘Transition Pathway for Construction’ from the European Commission, which highlighted the need to accelerate the green and digital transition of EU industry and its ecosystems. Representatives from IBAVI, Paris Habitat and the Society for Housing of the Brussels-Capital Region (SLRB/BGHM) shared their approaches to construction and circular economy, with an emphasis on renovations rather than demolitions and locally available construction products. Challenges including regulatory requirements, insurance barriers, financial and logistical obstacles were discussed. The European Commission representatives answered questions on topics such as whole life-cycle emissions, circular economy, sustainability, public procurement and digital tools. An upcoming conference on ‘Accelerating Deep Energy Retrofit in Housing through Modular and Circular Solutions’ in Athlone, Ireland, was also mentioned.

The third International Social Housing Festival which took place in Helsinki in June 2022 grabbed the prize of the Event of the Year. The International European Association Awards competition is an initiative of the Association of Association Executives (AAE).
