UN-Habitat and the UN Regional Commissions have been working together since 2018 to strengthen the capacities of national and local governments to formulate and implement evidence-based and participatory housing policies and strategies that aim to deliver SDG 11 on “making cities and human settlements inclusive, safe, resilient and sustainable”. This project has seen Housing Europe contributing its knowledge and expertise to help Bulgaria with its Operational Programme “Regions in Growth” 2014-2020, as well as regional workshops to support local governments in developing social housing programs. Through this, recommendations have been developed for the implementation of the next regional development programme in 2021-2027.The report identified five areas of focus for Bulgaria in 2021-2027, which involve improving capacity and skills, setting up funding schemes, overcoming maintenance challenges, involving tenants, and cooperating with target groups.

Forced to flee Ukraine, millions of people have fled their homes and cities to neighbouring European countries, with the vast majority now in Poland. Historically, this is the biggest movement of people in Europe since World War II. The sudden need to escape from a war is a departure like no other – it comes not only with the need to find a roof, but also mental support, and in the medium-term support to join the job market, education opportunities, and be part of a community.

Many European countries have introduced special measures to assist, from the use of 100% EU co-financing, emergency support from existing loan agreements with the Ukrainian government, the temporary protection directive, and providing vacant social housing for a one-year period. There is no doubt that the efforts of the EU, including the Fit-for-55, the Climate Action Social Facility, the Next Generation EU package, the increased Cohesion Policy budget and the National Recovery plans funded by the Recovery and Resilience Facility, are significant steps toward the alleviation of energy poverty. Now, the way forward is the efficient implementation of the EU Regulation by Member States. Housing Europe’s Senior Policy Officer, Edit Lakatos explains in this policy brief, part of our EU-funded project, HEART.

The EU has committed to a wide range of actions to reduce energy poverty and improve the well-being of its citizens. There is a lack of capacity and knowledge about renovation opportunities and how to access them, as well as guidance on investments in affordable housing to promote social inclusivity. One such example includes the EU-funded HEART project, which demonstrated that energy-efficient renovation of window fixtures could reduce a building’s annual heating demand by 16%. To meet this challenge, the European Commission should ensure that Member States set up measures to ensure affordable renovation and tenant protection by security of tenure and long-term rental contracts. Other solutions include climate allowances to prevent energy consumption and the fostering of ‘prosumer’- models to lead the way to entire green quarters, where residents’ housing security, affordability, and health are considered.

Social and affordable housing providers are taking part in various initiatives to reduce their carbon footprint. Examples include POWERPOOR, an EU-funded project where providers are mobilizing cities and social services to help people without agency understand their bills, reduce energy poverty, and Opengela, a Horizon 2020 program run by Basque local authorities providing information to people on energy efficiency. In mid-March, social, cooperative, and public housing providers from north, south, east and west parts of the EU were again in Brussels for Housing Europe’s bi-annual meetings with members to debate how to face new and old challenges linked to housing affordability, decarbonisation, investment, inclusion and more.

On March, 8th, in Nice, the French Presidency of the Council of the EU and the housing minister of France, Emmanuelle Wargon revived a very much needed rendez-vous between housing leaders across the EU. The last time when Ministers responsible for our sector met was almost a decade ago, back in 2013. For social, public, and cooperative housing providers, the meeting was historical for two reasons – a declaration committing to improve homes was signed by all 27 Member States and Housing Europe was the only non-institutional EU organisation invited to address the Ministers.

At the launch of the European Commission’s ‘Renovation Wave’, the President of the European Commission, Ursula von der Leyen, and EU Commissioner for Energy, Kadri Simson, have put forward the importance of making homes more energy efficient, making affordability and renovation projects for social housing achievable, and creating a New European Bauhaus. On March 8th, Housing Ministers from EU Member States will gather to discuss affordable and accessible housing. Recently there has been an alarming housing crisis as a growing number of citizens struggle to gain access to decent, affordable and adequate housing. The EU Urban Agenda action plan proposes a massive EU and national level investment in affordable, social, public and cooperative housing, coupled with regulatory measures to disincentivise financialization of housing. A 10-point plan has been proposed by Housing Europe, the International Union of Tenants, Eurocities, FEANTSA, Confrontations Europe and CEMR, which calls for long-term investment in social, cooperative and public housing, increased information between Member States and the European Commission to facilitate access to finance and funding, increased funding for housing and related social services, adoption of a Fit for 55 package which takes into account local realities & resources, promoting district approach in renovation of housing, promoting innovative ways to procure, investing revenue generated by the EU emissions trading system to the demand and supply side of the housing sector, incorporating a specific workstream on the housing affordability crisis in the New European Bauhaus, mapping and improving services to promote active inclusion and integrated services approach, and supporting local decision makers in order to accelerate the transition towards an inclusive post-carbon society. The collective aim is to ensure access to decent and affordable housing for all.
